35-65 Paramount Road and 99 Olympia Street Tottenham

The Minister for Planning is considering a request to prepare, adopt and approve draft Amendment C183mari under section 20(4) of the Planning and Environment Act 1987.

Consultation is being undertaken under section 20(5) of the Planning and Environment Act 1987 to inform the Minister’s consideration of the request.

The proposal seeks to amend the Maribyrnong Planning Scheme and seeks to apply a Specific Control Overlay (Schedule 5) over land at 35-65 Paramount Road and 99 Olympia Street, Tottenham to facilitate the redevelopment (including demolition) of the land for the purpose of warehouses and ancillary offices, removal of native vegetation, a reduction to the statutory car parking requirements and to alter access to a road in a Transport Zone 2 (T2Z) generally as proposed by planning permit application TP472/2022 (Maribyrnong City Council).

Proposal

The Minister for Planning has received a request for intervention from The Trustee for The Paramount Victoria Trust for accelerated assessment and determination via the Development Facilitation Program.

Draft Amendment C183mari proposes to make the following changes to the Maribyrnong Planning Scheme:

• Applies the Specific Controls Overlay Schedule 5 (SCO5) to 35-65 Paramount Road and 99 Olympia Street, Tottenham.
• Amends the Schedule to Clause 45.12 ‘Specific Controls Overlay’ to apply SCO5 and the Incorporated Document titled ‘35-65 Paramount Road and 99 Olympia Street, Tottenham Incorporated Document, October 2023’ to the site.
• Amends the Schedule to Clause 51.01 ‘Specific Sites And Exclusions’ to insert the Incorporated Document titled ‘35-65 Paramount Road and 99 Olympia Street, Tottenham Incorporated Document, October 2023’
• Amends the Schedule to Clause 72.03 ‘What Does This Planning Scheme Consist Of?’ to apply Map No. 6SCO and Map No. 7SCO.
• Amends the Schedule to Clause 72.04 ‘Documents Incorporated in this Planning Scheme’ to insert the Incorporated Document titled ‘35-65 Paramount Road and 99 Olympia Street, Tottenham Incorporated Document, October 2023’.
• Inserts Planning Scheme Map No. 6SCO to apply SCO5 to the subject land.
• Inserts Planning Scheme Map No. 7SCO to apply SCO5 to the subject land.

Consultation

Before making a decision about whether to proceed with the draft amendment, the Minister is consulting with the community to understand the views of affected parties.

Following the consultation period, the Minister may refer the matter to the Priority Projects Standing Advisory Committee for advice before making a decision about whether to prepare, adopt and approve the amendment. If you make a submission, you will be informed if the matter is referred to the Priority Projects Standing Advisory Committee.
